08Jurisdiction & ecosystem
This zone offers physical-office options sufficient for a standard QFZP substance posture, though the bar still applies at the entity level (CTGFZP1).
Focus: General Trading, Consulting & Professional Services, IT & E-commerce, Marketing & Media, Events
Not publicly listed
QFZP, audit, mainland-permit and substance values are sourced where the zone authority or FTA publishes them, and inferred from published zone characteristics otherwise. How we determine these values.
09Strengths & limitations
- ["Among Dubai's cheapest published setups: AED 12
- 500 (0-visa) to AED 23
- 000 (6-visa)
- with trade licence
- lease agreement and 3 activities bundled - official prices published on duqe.ae"
- 'Unique
- credible Dubai address aboard the QE2 at Mina Rashid
- ~18 min from DXB and ~15 min from Downtown'
- 'Fast
- fully remote setup: licence issuance reported in 1-3 business days
- no shareholder presence required'
- 'In-house value-added services: bank account opening
- accounting
- VAT registration
- medical/Emirates ID
- health insurance'
- 'Mainland access possible via Dubai DET permit/branch under Executive Council Resolution 11/2025']
- No warehouse or industrial space - ship-based business centre only, unsuitable for goods-heavy operations
- Visa packages bundle a visa quota but the visa itself, establishment card (~AED 1,750), medical and Emirates ID cost extra; hidden fees are not published in an official tariff
- Young zone (2022) with a small community; no published company count, and banking is diligence-heavy like most budget Dubai zones
Not ideal for: Businesses needing warehouses, light-industrial space or large physical teams, and founders who want a mature ecosystem with proven banking track record and published compliance fee schedules.
10Recent developments
- 2025-Q3DUQE Free Zone introduced a full digital onboarding portal, enabling license applications, renewals, and visa processing entirely online without visiting the QE2 premises.
- 2024-Q4DUQE expanded its activity list to include digital marketing, e-commerce facilitation, and software development as standalone primary activity categories.
11Tax considerations
Does your planned revenue qualify under the QFZP qualifying-income rules?
QFZP 0% only applies to qualifying income. Mainland trading or revenue from non-free-zone clients is generally non-qualifying and taxed at 9%.
Will you need audited accounts even if this zone doesn't require them?
FTA corporate-tax filing typically expects audited accounts for revenue above AED 50M, and banks often request them at much lower thresholds.
How much of your revenue will come from mainland UAE customers, and how does that affect QFZP and 5% VAT obligations?
Mainland revenue beyond ad-hoc levels can disqualify QFZP and triggers full 9% corporate tax plus standard VAT on supplies.
Do any of your customers, suppliers, or shareholders meet the FTA's related-party definition?
Related-party transactions need transfer-pricing documentation and may push otherwise-qualifying income into the 9% bracket.
These prompts are due-diligence questions, not tax advice. Confirm every answer with a UAE-licensed tax advisor before incorporating.
