09Strengths & limitations
Strengths
  • ["Region's largest and most credible media ecosystem - home to CNN
  • BBC
  • Reuters
  • MBC
  • WPP
  • Publicis Groupe (official
  • Jan 2026)"
  • 'Clear
  • corroborated pricing: license AED 15
  • 020 + one-time registration AED 3
  • 520; official GoFreelance permit at AED 7
  • 520'
  • '100% foreign ownership
  • QFZP 0% corporate tax on qualifying income; mainland access now possible via DET branch license (Resolution 11/2025)'
  • 'Full startup ladder: GoFreelance -> in5 Media incubator -> D/Quarters coworking -> commercial offices and boutique studios'
  • 'Remote setup via axs portal; no physical presence needed for incorporation']
Caveats
  • Premium pricing and mandatory office lease: realistic Year-1 outlay is ~AED 55,000+ once a desk (AED 36,000) and fees are included
  • Media-only activity scope - non-media businesses are not licensable; broadcasting requires AED 2.5M share capital
  • Not a VAT designated zone and no published tariff - final quotes only via TECOM sales/axs

Not ideal for: Non-media businesses (activities are restricted to the media value chain) and cost-sensitive founders, who can find near-identical media licensing at half the price in Shams, SPC or RAKEZ.

10Tax considerations
Questions to raise with your tax advisor
  1. Does your planned revenue qualify under the QFZP qualifying-income rules?

QFZP 0% only applies to qualifying income. Mainland trading or revenue from non-free-zone clients is generally non-qualifying and taxed at 9%.

  2. Will you need audited accounts even if this zone doesn't require them?

FTA corporate-tax filing typically expects audited accounts for revenue above AED 50M, and banks often request them at much lower thresholds.

  3. How much of your revenue will come from mainland UAE customers, and how does that affect QFZP and 5% VAT obligations?

Mainland revenue beyond ad-hoc levels can disqualify QFZP and triggers full 9% corporate tax plus standard VAT on supplies.

  4. Do any of your customers, suppliers, or shareholders meet the FTA's related-party definition?

Related-party transactions need transfer-pricing documentation and may push otherwise-qualifying income into the 9% bracket.

These prompts are due-diligence questions, not tax advice. Confirm every answer with a UAE-licensed tax advisor before incorporating.
