UAE Free Zone for Real Estate Brokers & Agents: What Actually Works in 2026

Most real estate brokerages in UAE operate as mainland LLCs, not free zone companies. The reason is simple: free zone companies cannot directly broker property sales to UAE residents under RERA (Real Estate Regulatory Agency) rules. But there are real estate activities free zones can do.

What free zones can do

  • Real estate consulting / advisory — analysis, market research, investment strategy. DMCC, ADGM, IFZA all permit this.
  • Real estate marketing / digital lead generation — running campaigns and routing leads to licensed mainland brokerages.
  • Property management for own portfolio — managing rentals from properties you own.
  • International real estate — brokering properties outside UAE has fewer restrictions.

What you need RERA + mainland for

If you're selling, leasing, or brokering Dubai property, you need a Dubai mainland real estate brokerage licence and RERA registration. Each broker needs an individual RERA Broker Card. Free zone licences don't qualify.

Hybrid setup that works

Some founders use a free zone holding entity (DMCC or RAK ICC) that owns a mainland brokerage LLC. The free zone gives you 0% corporate tax on the holding income, lower visa costs, and a flexible structure. The mainland subsidiary holds the RERA licence and does the actual broking. Y1 cost: AED 50,000–80,000 combined.

Verdict

Pure broker → mainland Dubai. International real estate consulting / advisory → DMCC. Real estate marketing/lead generation → IFZA. Owning rental property as a structure → RAK ICC or ADGM Foundation.
