UAE Free Zone for Design & Creative Agencies in 2026

By Yaschin Mohabir··7 min read

Design agencies in UAE have three ideal zone homes: d3 (Dubai Design District) for the brand cluster, SHAMS for low-cost creative permits, and Dubai Media City for established agencies serving large brands.

The 3-zone breakdown

  • d3 (Dubai Design District) — premium creative hub. Located in central Dubai. Y1 AED 25,000–45,000. Includes design studio access, networking, and cluster benefits.
  • SHAMS (Sharjah Media City) — budget option. Year 1 from AED 11,500. Allows design, media, marketing activities. Most freelancers and small studios start here.
  • Dubai Media City — established media zone. Y1 AED 25,000–55,000. Best for agencies serving Tier 1 clients (Emirates, Etisalat, government).

Activity codes for designers

Pick from: "Graphic Design," "Brand Identity Design," "Web Design Services," "Digital Marketing," or "Advertising Services." Bundle 2–3 codes if you offer multiple services. Most zones allow 3 activities for the standard licence; additional activities cost AED 1,500–3,000 each.

Visa flexibility for creative teams

SHAMS allows up to 6 visas on a flexi-desk package — great for distributed creative teams. d3 caps standard packages at 3 visas. Dubai Media City offers unlimited visas with office space.

Banking and client invoicing

Design agencies often invoice international clients in USD/EUR. Wio Bank, Mashreq, and Emirates NBD all support multi-currency invoicing. Set up a USD account from day one — most international clients prefer USD over AED for project invoicing.

Verdict

Solo designer / small studio under AED 500K revenue: SHAMS. Design studio with team of 3–5 serving Dubai/UAE clients: d3. Agency with team of 10+ serving Tier 1 brands: Dubai Media City. Skip TECOM and other broader media zones — d3 and DMC are now the top tier.
