Hidden Costs of UAE Free Zone Setup: The 15 Fees Nobody Mentions

The AED 13,000 headline price looks great. Then the invoices start arriving. Across hundreds of UAE free zone setups, the same pattern repeats: founders budget for the licence fee and forget the twelve other line items that appear between application and first day of trading. Here is every fee category you need to account for.

1. Visa-Related Costs (Per Person)

The licence fee covers the right to operate — not residency. Each investor or employee visa adds a separate stack of fees that most zone websites bury in footnotes.

  • Entry permit: AED 600–1,200 per person
  • Medical fitness test: AED 300–500 (required for residency stamping)
  • Emirates ID: AED 370 per person (government fee, non-negotiable)
  • Visa stamping: AED 1,200–2,500 depending on visa type and duration
  • Status change (if already in UAE): AED 600–1,500

For a founder plus two employees, visa costs alone add AED 8,000–17,000 on top of the headline licence quote.

2. Office and Physical Address Fees

“Virtual office included” on many zones' starter packages means a registered address and PO box — not a desk you can walk into. If you need a flexi-desk or dedicated office, that is a separate contract.

  • Virtual office / registered address: AED 0–3,500/year (often bundled but sometimes add-on)
  • Flexi-desk access (hot-desk hours): AED 3,500–8,000/year
  • Dedicated office (smallest units): AED 15,000–40,000/year
  • Refundable office deposit: AED 5,000–20,000 (required by many zones upfront)

3. Trade Name and Activity Fees

  • Trade name reservation: AED 600–1,500 (paid before approval)
  • Trade name certificate: AED 200–600
  • Additional business activities: AED 1,000–3,000 per activity added to licence
  • Activity-specific regulatory approvals (financial services, healthcare, education): AED 5,000–25,000 to the relevant UAE authority

4. Legal Document Fees

Your Memorandum of Association (MOA) needs to be drafted, notarised, and sometimes attested. Each step costs money.

  • MOA drafting (zone authority or PRO): AED 1,500–4,000
  • Notarisation: AED 500–1,500
  • Document attestation (for foreign directors): AED 2,000–8,000 including apostille from home country
  • Certified translation (Arabic): AED 300–1,500 per document

5. Chamber of Commerce Registration

Many free zones require Chamber of Commerce membership as a condition of licence issuance. This is a separate annual fee paid to the local chamber, not to the zone authority.

  • Dubai Chamber membership: AED 1,200–3,000/year depending on company size
  • Sharjah, RAK, Fujairah chambers: AED 500–1,500/year

6. Banking-Related Costs

Opening a business bank account is not free, and the requirements can trigger additional costs you did not anticipate.

  • Minimum balance requirement (blocked): AED 0–50,000 depending on bank and account type
  • Account opening fee: AED 0–2,500 (some banks waive this)
  • Monthly maintenance fee if balance drops: AED 200–500/month
  • Courier fees for document submission: AED 100–400

7. Corporate Tax and Compliance Costs

Since June 2023, UAE corporate tax applies at 9% on profits above AED 375,000. Even qualifying free zone businesses that want to maintain 0% treatment must register with the Federal Tax Authority.

  • Corporate tax registration: AED 0 (FTA registration is free, but requires time or PRO fees)
  • Annual audit (required by some zones from Year 2): AED 3,000–12,000
  • VAT registration (if turnover >AED 375k): Free to register; quarterly returns AED 500–2,000 via accountant
  • Accounting software: AED 1,500–6,000/year

8. Renewal Uplift (Year 2 Onwards)

Renewal fees are often 10–20% lower than Year 1 fees because you are not paying registration and MOA costs again. However, some zones increase their base licence fee annually, and any visa renewals add cost every 2–3 years.

  • Licence renewal: AED 5,000–20,000/year (zone-dependent)
  • Visa renewal (per person, every 2–3 years): AED 2,500–4,000

What the Total Actually Looks Like

A “AED 13,000 licence” for a solo founder needing one visa, a virtual office, and a bank account typically lands at AED 22,000–28,000 in Year 1 when you include all of the above. For a team of three with a flexi-desk, budget AED 45,000–65,000.
