Which UAE free zone can I use for a financial services company?

DIFC (Dubai International Financial Centre) and ADGM (Abu Dhabi Global Market) are the only two UAE free zones authorised to regulate financial services. Both are onshore financial centres with their own independent regulators and common law courts.

What's the difference between DIFC and ADGM for financial services?

DIFC (regulated by DFSA) is larger, has more active secondary market participants, and sits in Dubai. ADGM (regulated by FSRA) is in Abu Dhabi, has slightly lower setup costs, and is growing fast particularly in family offices and wealth management.

Can I do financial consulting from a non-DIFC free zone?

Yes. Non-regulated financial consulting, accounting, corporate finance advisory, and bookkeeping can be set up in any UAE free zone. Only activities requiring a financial services licence (asset management, securities dealing, insurance) need DIFC or ADGM.

Does ADGM allow FinTech companies?

Yes. ADGM's FSRA has a dedicated FinTech regulatory framework and the ADGM RegLab sandbox for innovative financial products. DIFC also has FinTech Hive but with a different approach. Both are strong options for regulated FinTech.
