08Strengths & limitations
Strengths
  • 0% corporate income tax for 50 years plus 0% withholding tax on payments to non-residents during the holiday (ZATCA SILZ Guideline, Dec 2023)
  • VAT and customs duty fully suspended while goods stay in the zone; re-exports leave as duty/VAT-free exports — a genuine bonded re-export hub
  • 100% foreign ownership, no minimum share capital, unrestricted capital repatriation, flexible Saudization treatment
  • Air-cargo anchored: 8 km bonded corridor to King Khalid International Airport Cargo Village, inside the GCC’s largest consumer market
  • Blue-chip validation: Apple first investor; Lenovo, DHL Supply Chain (EUR 130M), SHEIN, iHerb/CJ Logistics, Chalhoub, Bahri committed
Caveats
  • No published pricing: license, land and warehouse rates are quote-only via SILZ Company, and the model suits large operators rather than SMEs
  • No direct mainland sales — goods released into Saudi Arabia incur customs duty plus 15% VAT at the gate, weakening the case for domestic-market sellers (a key reason many firms still choose mainland MISA setups)
  • Still maturing: Phase 1 completes only in Q1 2027, Phase 2 runs to 2029, and permitted activities are confined to five logistics-centric groups

Not ideal for: Startups and SMEs looking for flexi desks, incubators or transparent package pricing; businesses that primarily sell into the Saudi domestic market; and any activity outside the zone\u2019s five permitted logistics-centric groups.

09Tax considerations
Questions to raise with your tax advisor
  1. Will you need audited accounts even if this zone doesn't require them?

FTA corporate-tax filing typically expects audited accounts for revenue above AED 50M, and banks often request them at much lower thresholds.

  2. Do any of your customers, suppliers, or shareholders meet the FTA's related-party definition?

Related-party transactions need transfer-pricing documentation and may push otherwise-qualifying income into the 9% bracket.

These prompts are due-diligence questions, not tax advice. Confirm every answer with a UAE-licensed tax advisor before incorporating.
