Best for

Sustainability, clean-tech and innovation-led businesses (startups to multinationals) wanting a credible, government-backed Dubai address with flexible 1-5 year packages; also strong for freelancers and SMEs wanting official, transparent low-cost licensing on a metro-connected campus.

Not ideal for

Heavy-goods traders needing VAT designated-zone customs suspension (Expo City is not a designated zone — consider JAFZA/DAFZA/Dubai South), F&B/shisha/alcohol concepts wanting frictionless licensing, and businesses needing guaranteed family visa sponsorship confirmed upfront.

09Strengths & limitations
Strengths
  • Transparent, low official pricing from the 2025 fee resolution: licences from AED 10,000, freelance permit AED 7,000, desk-less Expo Fellow licence AED 5,000, 2-yr visa AED 3,200 incl. ID
  • Flexible terms: 1/3/5-year licences, desk-less and shared-desk options, no prescribed minimum share capital
  • UAE's only Green Licence + Green Innovation District with MoET backing and ~AED 400k benefit pool
  • Grade A LEED Platinum/Gold offices on the Expo 2020 site with own metro station, 15 min to Jebel Ali Port, next to Al Maktoum airport
  • Momentum: fDi 'Rising Star' 2025, +82% tenant growth H1 2025, Nestlé/DP World/Siemens/Emirates anchor tenants
Caveats
  • Young jurisdiction (regulations date from 2024) — no published track record on company counts; some products (e.g. Expo Grow) already rotated out of the fee schedule
  • No dependent/family visa category in the published fee schedule — confirm family sponsorship before committing
  • Premium office stock (Al Wasl, District offices) is priced on inquiry only; e-commerce and holding licences (AED 30,000) are pricey vs specialist zones
  • F&B, shisha and alcohol are controlled activities requiring extra government approvals (alcohol NOC AED 15,000)

Not ideal for: Heavy-goods traders needing VAT designated-zone customs suspension (Expo City is not a designated zone — consider JAFZA/DAFZA/Dubai South), F&B/shisha/alcohol concepts wanting frictionless licensing, and businesses needing guaranteed family visa sponsorship confirmed upfront.

10Recent developments
  1. 2025-Q4Expo City Dubai surpassed 3,500 registered businesses, with strong growth in sustainability technology, event management, and professional services sectors, establishing it as a commercially active free zone two years after its transition from the Expo 2020 site.
  2. 2024-Q2Expo City Dubai launched a Sustainable Business Programme, offering fee waivers and co-working access to companies whose primary activities relate to clean energy, circular economy, or ESG consulting.
11Tax considerations
Questions to raise with your tax advisor
  1. Does your planned revenue qualify under the QFZP qualifying-income rules?

QFZP 0% only applies to qualifying income. Mainland trading or revenue from non-free-zone clients is generally non-qualifying and taxed at 9%.

  2. Will you need audited accounts even if this zone doesn't require them?

FTA corporate-tax filing typically expects audited accounts for revenue above AED 50M, and banks often request them at much lower thresholds.

  3. How much of your revenue will come from mainland UAE customers, and how does that affect QFZP and 5% VAT obligations?

Mainland revenue beyond ad-hoc levels can disqualify QFZP and triggers full 9% corporate tax plus standard VAT on supplies.

  4. Do any of your customers, suppliers, or shareholders meet the FTA's related-party definition?

Related-party transactions need transfer-pricing documentation and may push otherwise-qualifying income into the 9% bracket.

These prompts are due-diligence questions, not tax advice. Confirm every answer with a UAE-licensed tax advisor before incorporating.
