09Strengths & limitations
Strengths
  • ["World's largest higher-education free zone cluster: ~27 university campuses
  • 28
  • 000+ students
  • 500+ programmes - a built-in market for education businesses"
  • "100% foreign ownership with 0% corporate tax on qualifying income (QFZP) and full profit repatriation"
  • "Cheap individual entry: official GoFreelance education permit AED 7
  • 520/yr including 24/7 hot-desk coworking"
  • "One-stop government services via TECOM's axs digital platform (licensing
  • establishment cards
  • visas)"
  • "Purpose-built campus: student housing
  • retail/F&B
  • sports facilities
  • D/Quarters coworking
  • in5 incubator
  • venues and auditoriums"]
Caveats
  • Strictly education-focused licensing - no general trading, consultancy or industrial activities outside the education/campus scope
  • No published fee schedule for corporate licences or leases - pricing only via sales inquiry, which slows cost comparison
  • Eastern Dubai location (Al Ruwayyah, Dubai-Al Ain Road) is far from central business districts and not yet served by the Metro
  • Licence permits operating only within the free zone; mainland activity needs separate arrangements

Not ideal for: General trading, manufacturing, logistics or any non-education commercial business; also companies wanting a cheap generic service licence or a central Dubai address.

10Recent developments
  1. 2025-Q1DIAC welcomed its 30th international university partner, with enrolments across all institutions exceeding 27,000 students — reinforcing its position as the world's largest purpose-built higher education free zone.
  2. 2024-Q2DIAC launched a dedicated Research and Innovation Hub, providing subsidised lab space and co-working facilities for academic researchers and university-linked startups operating in the campus.
11Tax considerations
Questions to raise with your tax advisor
  1. Does your planned revenue qualify under the QFZP qualifying-income rules?

QFZP 0% only applies to qualifying income. Mainland trading or revenue from non-free-zone clients is generally non-qualifying and taxed at 9%.

  2. Will you need audited accounts even if this zone doesn't require them?

FTA corporate-tax filing typically expects audited accounts for revenue above AED 50M, and banks often request them at much lower thresholds.

  3. How much of your revenue will come from mainland UAE customers, and how does that affect QFZP and 5% VAT obligations?

Mainland revenue beyond ad-hoc levels can disqualify QFZP and triggers full 9% corporate tax plus standard VAT on supplies.

  4. Do any of your customers, suppliers, or shareholders meet the FTA's related-party definition?

Related-party transactions need transfer-pricing documentation and may push otherwise-qualifying income into the 9% bracket.

These prompts are due-diligence questions, not tax advice. Confirm every answer with a UAE-licensed tax advisor before incorporating.
