Best for

Aviation, aerospace, MRO, cargo, logistics and e-commerce businesses that need genuine airport integration, warehousing or hangars at Abu Dhabi's airports; traders wanting VAT designated-zone treatment; and solo founders/consultants who can use the published AED 6,000-12,000 entry packages.

Not ideal for

Businesses needing a fully published fee schedule (renewals, industrial licenses, multi-visa plans are quote-only), a large established community, freelance permits, or financial-services licensing (ADGM's domain).

10Strengths & limitations
Strengths
  • Direct airport integration at three airports (Zayed International, Al Ain, Al Bateen) with airside and landside access and bonded corridors
  • Published entry pricing since Q2 2026: Business Setup Packages from AED 6,000/yr (no visa) to AED 16,000/yr (trading + executive desk + 2-visa quota) - rare price transparency for an Abu Dhabi industrial/logistics zone
  • VAT Designated Zone status (Cabinet Decision 59/2017) - goods movements can be out of VAT scope; Tawtheeq lease-registration exemption for zone customers (2019 press release)
  • Full real-estate range: business centre desks to 2,880 sqm warehouses, hangars and long-term land plots across a ~90M sqm land bank
  • ADDED dual license available (AED 1,200 base) allowing mainland operation
  • One-stop-shop regulator with digital portal (oss.adafz.ae), 100% foreign ownership and 0% customs duty
Caveats
  • ["No full public tariff: beyond the four 2026 starter packages
  • renewal pricing
  • industrial/warehouse-linked licenses
  • amendment/cancellation fees and the Registrar's fee orders are quoted case-by-case; 2024-26 consultancy bundles (AED 15
  • 000-50
  • 000) sit well above the last officially filed license fees (AED 8
  • 000-20
  • 000
  • Sept 2021)"
  • 'Small community (~500 registered companies; 188 active in the 2021 government filing) with limited public ecosystem data and no incubator programme'
  • 'Paid-up share capital (AED 150
  • 000 per Oct 2011 zone regulations; agents cite AED 500
  • 000-1
  • 000
  • 000 for aviation/airport-services/manufacturing) must be evidenced by bank certificate before license issuance'
  • 'Visa quotas beyond the starter packages
  • per-visa government fees and office/warehouse/hangar rate cards remain unpublished - everything is quoted case-by-case']

Not ideal for: Businesses needing a fully published fee schedule (renewals, industrial licenses, multi-visa plans are quote-only), a large established community, freelance permits, or financial-services licensing (ADGM's domain).

11Recent developments
  1. 2025-Q1ADAFZ expanded its logistics and e-commerce facilities at Zayed International Airport following the airport's capacity upgrade, adding 40,000 sqm of new bonded warehouse space available to zone tenants.
  2. 2024-Q3ADAFZ launched a dedicated pharma and biotech cluster within the zone, offering GMP-standard facility plots and fast-track licensing for pharmaceutical manufacturers and cold-chain logistics operators.
12Tax considerations
Questions to raise with your tax advisor
  1. Does your planned revenue qualify under the QFZP qualifying-income rules?

QFZP 0% only applies to qualifying income. Mainland trading or revenue from non-free-zone clients is generally non-qualifying and taxed at 9%.

  2. Will you need audited accounts even if this zone doesn't require them?

FTA corporate-tax filing typically expects audited accounts for revenue above AED 50M, and banks often request them at much lower thresholds.

  3. Do your goods movements actually fall inside the VAT Designated Zone treatment?

Designated Zone status applies to goods within the zone, not services. Most service businesses get no VAT benefit from being inside one.

  4. How much of your revenue will come from mainland UAE customers, and how does that affect QFZP and 5% VAT obligations?

Mainland revenue beyond ad-hoc levels can disqualify QFZP and triggers full 9% corporate tax plus standard VAT on supplies.

  5. Do any of your customers, suppliers, or shareholders meet the FTA's related-party definition?

Related-party transactions need transfer-pricing documentation and may push otherwise-qualifying income into the 9% bracket.

These prompts are due-diligence questions, not tax advice. Confirm every answer with a UAE-licensed tax advisor before incorporating.
